UPDATE (29 May, 2.05pm): In response to MS News‘ enquiries, Aarthi Sankar, Executive Director of the Society for the Prevention of Cruelty to Animals (SPCA), said that the SPCA Inspector was alerted to the incident on 22 May.
Stating that they “take all reports of animal cruelty seriously”, Ms Aarthi said that staff “had carefully examined the possible causes of the cat’s death”.
One of the possibilities they discussed was that the cat had died in a hit-and-run accident due to the nature of its injuries. However, “no conclusions were made as there was insufficient evidence at that point”.
“We understand the need for a thorough investigation to determine the circumstances surrounding any instance of animal cruelty,” Ms Aarthi stressed.
She also addressed a clip that shows an object — purportedly the cat — being thrown down from a height.
“We have reviewed the video footage that was provided to us, and escalated all the received footage and relevant information to the appropriate authorities, for their further action.”
Additionally, they have also asked the authorities to review other CCTV footage from nearby areas and will follow up closely with them.

Singapore is home to many selfless animal lovers who go out of their way to take care of stray felines in the community.
Unfortunately, the opposite is also true — cat abuse and even killings are still happening more often than they should.
Yet another heartbreaking incident has occurred, this time at an HDB estate in Hougang.
According to a recent Facebook post, a tuxedo cat was found dead in the carpark with bloodstains all around it.
Someone filed a report with AVS, and investigations are currently ongoing.
On Monday (22 May), Jasmine took to the Hougang Community Cats group to appeal for information that could shed more light on a suspected cat killing.
“We need eyewitnesses or video recordings from cars and units in the area,” Jasmine added in a comment. “Please share to raise awareness.”
Accompanying the post is a distressing image of a black-and-white feline lying on the pavement, surrounded by what appears to be blood spatter.
Someone had allegedly thrown the community cat, Tuxy, from a height, resulting in its death. This took place at Block 614 Hougang Avenue 8.
Speaking to MS News, Jasmine revealed that they received an alert about Tuxy’s body on 22 May, around 3.30pm. Two women who worked nearby spotted its lifeless body when they went to look for it.
Tuxy’s last sighting was at 12.30pm, Jasmine added, during which it was chilling along Level 1 of Block 613.
New to the neighbourhood, Jasmine said that the cat was suspected to have been abandoned. During its time in Hougang it was very sweet and trusting of people.
It is thus easy to see why humans apparently weren’t the only ones mourning the death of poor Tuxy.
Jasmine uploaded another picture in the comments section showing a black cat approaching Tuxy’s body, which has been covered by a piece of white tarp.
“Her [community] cat friends came to bid her farewell,” reads the heart-wrenching comment.
Two police officers are also seen standing there, confirming that they are aware of the incident too.
Jasmine shared that after Tuxy was found, the Animal & Veterinary Service (AVS) was informed almost immediately.
However, their contractor only came by the site at 7.15pm to retrieve the body after multiple appeals, as they initially wanted to inspect photos of it to determine the cause of death.
Jasmine has confirmed that investigations are currently ongoing.
In the Facebook post, Jasmine seemed to share her suspicions on who could’ve committed such an atrocious act.
She said that last week, “a skinny Chinese woman” in her 30s allegedly “confronted” one of the feeders in the area, calling Tuxy “disgusting” as the cat “goes to her house to defecate”.
The woman, who claimed to be a resident of the block, purportedly even “threatened to assault a feeder”.
“If you know who this woman is and have encountered her harassing community cats, please reach out,” Jasmine urged.
Speaking with MS News, Jasmine said the woman had allegedly threatened to assault the feeder’s spouse, screaming that cats can scavenge their own food and need no feeders.
“She told them that they must be deriving joy from pretending to be kind by feeding the strays,” she added. “Based on how volatile and disproportionately aggressive this woman was, the feeders did not attempt to locate her personally for their safety.”
A police report has been filed regarding the harassment. However, there have been no updates on AVS or the police investigations since her post went up.
