PUB wrote in a Facebook post on Saturday (4 May) that the flooding incident at the condo at 6 Balmoral Crescent in Newton wasn’t due to rainfall. You may read PUB’s statement in full below.

On Saturday (4 May) morning, Singapore saw a bout of torrential rain after weeks of sweltering heat, prompting flood warnings from the National Water Agency (PUB).
Residents at The Twins along Balmoral Crescent faced a similar situation as the condominium’s underground carpark became severely flooded amid the downpour.
Footage circulating online showed vehicles half-submerged in the water that had accumulated in the carpark.
The three-and-a-half-minute video posted on Facebook showed the entire condo carpark submerged in water.
It starts with the OP recording the footage as they wade through the carpark. Based on the video, the water level was easily knee-height.

The OP then walked to one of the vehicles, which had its interior thoroughly soaked.
Residents told Lianhe Zaobao that the flood occurred at about 7.30am on Saturday (4 Apr).
Workers later showed up at the condo, alongside Singapore Civil Defence Force (SCDF) officers, and attempted to pump water from the flooded carpark.
In addition to the downpour, it’s believed that the flood was caused by a busted drainage pipe.
It affected several luxury vehicles, including BMWs and Porches.
A resident expressed shock at the situation as it was the first time such an incident occurred in the three years he stayed at the condominium.
In response to MS News‘ queries, the SCDF confirmed it responded to a flooding incident at a basement carpark:
On 4 May 2024 at about 7:30am, SCDF received a call for assistance at No. 6 Balmoral Crescent about the flooding of the basement carpark.
SCDF firefighters, together with national water agency PUB and the building’s managing agent, deployed portable pumps to pump the water out from the basement carpark.
There were no reported injuries in this incident.
Instead, preliminary investigations found that it was due to a “faulty valve in the basement’s sprinkler storage tank” that led to water overflowing.
Moreover, rain wasn’t heavy in the area and drains nearby were not full, as PUB noted in a separate post regarding the downpour that day.
Officials from PUB, SCDF and the building’s managing agent worked together to pump water from the basement carpark.
