Man Receives Text Informing Him About Suspicious Transactions, Breached SHN To Visit Bank

As Covid-19 hit dormitories, many local construction workers were issued Stay-Home Notices (SHN) as a precautionary measure.

A 50-year-old man, named Mr Liu Dafeng, was one of them.

However, we recently learnt that he had breached his SHN to visit the bank, after receiving suspicious text messages regarding unauthorised transactions from his account.

Charged in court earlier today (11 Jun), he was fined $2,000 for the violation, reported The Straits Times (ST).

Man left dormitory in search for a bank

Mr Liu Dafeng was under SHN instructions on 14 Feb after experiencing close contact with a Covid-19 patient.

He got a text message from DBS informing about a $1,000 transaction from his bank account.

After receiving a similar message again on the morning of 21 Feb, the 50-year-old decided to make a trip to a nearby POSB near his Genting Road dormitory.

This was after making calls to seek help from DBS, to no avail. Therefore, he left the dormitory to solve the issue at 10.30am without informing the authorities, stated ST.

Bank trip was unsuccessful

Upon arriving at POSB’s MacPherson branch, he realised that the bank is no longer operating.

After 1 hour and 30 minutes outside, Mr Liu returned to his dormitory. Officers gave him an extended quarantine order.

According to ST, he claimed that he did not come into contact with people and diligently wore a mask while he was out to solve the issue.

$2,000 fine issued

People who violate Covid-19 orders for the first time can be fined up to $10,000 and/or jailed for up to 6 months.

However, the prosecutors describe the incident as a “minor breach” and called for a $2,500 fine as punishment.

Mr Liu was eventually handed a $2,000 fine on court today (11 Jun), after pleading guilty for his actions.

Though Singapore is beginning to reopen the economy in a cautious manner, we cannot let our guard down against this pandemic.
