On Monday (26 Oct), Nouvelle Chua Ruoshi was charged in court for conspiring to abuse 4-year-old Megan Khung and helping to dispose of her body, according to a report from CNA.
The 35-year-old pleaded guilty on three charges, including conspiracy to commit child abuse, disposal of a corpse and drug consumption.
Megan was subjected to prolonged physical abuse for over a year by her biological mother, Foo Li Ping, and Foo’s boyfriend, Wong Shi Xiang.
The young girl died after Wong punched her in the stomach. After Megan’s death, Chua aided in disposing of the body.
Becoming a close friend of Foo in 2019, Chua often stayed over at Megan’s home. But she did not attempt to protect Megan from the abuse or seek medical or police intervention.
During the hearing, several video clips of the abuse filmed by Chua were played in court. The judge issued a distress warning for the gratuitous nature of the violence depicted.
Megan was born to Foo and her then-husband, Khung Wei Nan, in October 2015. Khung is also known as Simonboy on social media.
After the couple divorced, Megan lived with Foo and Foo’s mother. In late 2018, Foo began dating Wong and moved in with him from Jan 2019. Megan stayed over on some weekends.
When Chua stayed at the flat from Feb 2019, Foo and Wong repeatedly abused Megan.
They caned the girl for urinating on furniture, causing her to develop bruises. They also slapped, pushed, and punched her. In addition, they made Megan eat food from a bin.
In a video filmed by Chua, Megan was seen crying and struggling as her mother forced her to wear a soiled diaper on her head, which covered her face and nose.
Foo slapped her daughter forcefully and mocked Megan’s words.
Another clip showed Megan standing at the foot of a block. Wong had drawn red marks all over her face and paraded her in public.
Megan was made to sleep in a planter box outside the master bedroom. This once caused her to develop heat stroke from direct sun exposure and start convulsing.
From Jan 2020, the child was starved to prevent her from defecating around the house. She was also made to be naked, as her wounds would stain the fabric of her clothes.
The court showed a recording of an injured, emaciated Megan begging her mother for a shirt. Her head had been shaved, with the intent of humiliating her.
She asked: “Mommy, can I wear my T-shirt please?”
Foo sarcastically pretended not to understand her and mocked Megan’s crying.
Chua reportedly watched the videos with an expressionless look, donning a mask over her face.

On 21 Feb 2020, the child was starved of food for the entire day. Foo and Wong made Megan stand before them, where the latter scolded and punched her in the stomach.
This caused Megan’s back to slam against the wall with a loud thud.
When Chua arrived at the flat early the following day, she saw Megan lying on the bedroom floor, clutching her stomach in pain.
Chua told Foo and Wong what she saw, but they dismissed it as a bid to get attention. The three proceeded to take drugs together in the living room.
Several hours later, when Megan did not move from her position, they took turns to perform cardiopulmonary resuscitation on her.
In a report released on 26 Oct 2021, forensic pathologist with the Health Sciences Authority Dr George Paul found the possible cause of Megan’s death was septicaemia, or blood infection. This was likely from internal organ damage or abdominal haemorrhage.
On 23 Feb 2020, the trio fled the flat and left Megan’s body behind.
They later returned on the morning of 8 May, with an oil drum barrel and two boxes of charcoal procured by Wong’s instructions. The barrel was modified to contain ventilation openings.
Foo reportedly retrieved the items with Wong. Chua drove Wong to the residence, aware of his plans to dispose of Megan’s body.
Wong wrapped Megan’s corpse in several layers, including a blanket, cling wrap and tape. He placed it in a storage box that he had commissioned from a signboard manufacturer.
Wong later drove to his godfather’s workshop in Ubi, where he set up the metal barrel in an open area and burnt the box containing Megan’s corpse for several hours. The other two women contributed incense paper to the barrel.
After the fire ceased, Wong cleared up the ashes and scattered them in the sea at East Coast Park alone.
Foo and Wong arranged for the metal barrel to be disposed of in Tampines.
In 2025, the trio was officially arrested and charged.
Chua admitted she began smoking methamphetamine five to six times a month in January 2020. This is after authorities discovered the drug in her urine samples.
On 3 April 2025, Foo was sentenced to 19 years in prison for charges of allowing the death of a child, child abuse and disposing of a corpse.
Wong received a prison term of 30 years and 17 strokes of the cane. He faced charges including culpable homicide, drug consumption and disposing of Megan’s corpse.
For disposing of a corpse, the former faced five and a half years of jail time, while the latter faced six years.
In a press release on 23 Oct 2025, the Ministry of Social and Family Development (MSF) said that a review panel identified major oversights across various agencies regarding Megan’s safety and wellbeing.
This included Child Protective Service, Early Childhood Development Agency, Beyond Social Services, HEART@Fei Yue, and the Singapore Police Force. MSF resolved to do better in strengthening its child protection measures.
Chua faces a possible prison sentence of up to seven years for intentionally disposing of a corpse.
For conspiring to ill-treat a child, she could be jailed for up to eight years. For drug consumption, Chua could face a jail term of between one and 10 years.
