Over 1 million Singaporean HDB households to receive S&CC and double U-Save rebates in October

In October, more than a million Singaporean households living in HDB flats will receive the Service & Conservancy Charges (S&CC) rebate and double the regular U-Save rebate.

These benefits include up to S$190 worth of U-Save rebates and up to one month of S&CC rebates, the Ministry of Finance (MOF) said in a statement on Wednesday (30 Sept).

The amount of both rebates depends on the household’s flat type.

These rebates are part of the permanent GST Voucher (GSTV) scheme, which aims to help offset utilities expenses and S&CC for lower- and middle-income HDB households.

Rebates have been disbursed in April and July, and the upcoming rebates will be the third disbursement for Financial Year 2026.

Up to S$190 worth of U-Save rebates in Oct

Eligible households will receive up to S$190 worth of U-Save rebates, depending on their HDB flat types.

This will help cushion the impact of higher utility bills for the year.

In total, these households will receive up to S$760 of U-Save rebates, or up to three and a half months of S&CC rebates from April 2026 to January 2027.

Household must have at least one Singaporean

To be eligible for the U-Save rebate, there has to be at least one Singaporean owner or occupier in the household if the flat is partially rented out or not rented out.

If the entire flat is rented out, there must be at least one Singaporean tenant.

 

Additionally, households whose members own more than one property are not eligible for the scheme.

Similarly, households with no Singaporean flat owner or occupier in the flat,  whose flat owners or essential occupiers own or have any interest in a private property, or have rented out the entire flat, are not eligible for the S&CC Rebate.

No further action required to receive benefits

Eligible households do not need to take any further action to receive these benefits.

The U-Save rebate will be credited directly into households’ utilities accounts with SP Services.

Similarly, the government will credit the S&CC rebate directly into the households’ S&CC accounts with their respective Town Councils.
