ICA finds almost 10kg of drugs labelled as commercial biscuits in motorcycle entering from Tuas Checkpoint

32-year-old Malaysian arrested after nearly 7kg heroin, ‘Ice’ and cannabis allegedly found in motorcycle at Tuas

A Malaysian man, 32, was arrested after Immigration & Checkpoints Authority (ICA) officers foiled an attempt to allegedly smuggle nearly 7kg of heroin and other controlled drugs into Singapore via a Malaysia-registered motorcycle.

The drugs were discovered at Tuas Checkpoint on 23 Sept 2026, after ICA officers referred the motorcycle for enhanced checks.

According to a Facebook post published by ICA on Wednesday (30 Sept), the Central Narcotics Bureau (CNB) was alerted following the detection.

Further checks uncovered about 6,961g of heroin, 1,116g of ‘Ice’, or crystal methamphetamine, and 1,032g of cannabis.

A separate follow-up operation in Tampines on the same day led to the arrest of a 41-year-old Singaporean man, with more drugs and S$33,086 in cash allegedly recovered from his residence.

Drugs allegedly hidden in packets labelled as biscuits

According to ICA, officers at Tuas Checkpoint referred the Malaysia-registered motorcycle for enhanced checks on 23 Sept.

They found sealed packets labelled as commercial biscuits in the motorcycle’s rear box.

CNB officers were immediately alerted to the detection.

Further checks found approximately:

  • 6,961g of heroin
  • 1,116g of ‘Ice’
  • 1,032g of cannabis

The 32-year-old Malaysian man was arrested and referred to CNB for further investigations.

Follow-up operation leads to second arrest

On the same day, CNB conducted follow-up investigations and launched an operation in the vicinity of Tampines Street 83.

A 41-year-old Singaporean man was arrested for suspected drug offences.

A search of his residence allegedly recovered:

  • 790g of heroin
  • 602g of cannabis
  • 127g of ‘Ice’
  • 51g of ‘Ecstasy’ tablets
  • 21g of ketamine
  • S$33,086 in cash

Investigations into both cases are ongoing.

Importing large quantities of drugs can carry death penalty

Under Section 7 of the Misuse of Drugs Act 1973, importing or exporting more than 15g of diamorphine, or “pure heroin”, may carry the death penalty.

The same penalty may apply for importing or exporting more than 250g of methamphetamine or more than 500g of cannabis, according to ICA.

Under Section 5 of the Act, trafficking in controlled drugs, offering to traffic, or carrying out preparatory acts for trafficking is an offence.

A person found guilty of trafficking more than 15g of diamorphine or more than 500g of cannabis may face the mandatory death penalty, ICA said.

ICA said it would continue working with CNB to prevent attempts to smuggle drugs across Singapore’s borders.

The agency also said it would continue conducting security checks at checkpoints to prevent the smuggling of weapons, explosives and other contraband.
