PAP elects 39th central executive committee (CEC), Lawrence Wong among 12 members
The People’s Action Party (PAP) has elected its latest central executive committee (CEC), with several familiar names retaining their places in the party’s top decision-making body.
However, first-term MPs Jeffrey Siow and Jasmin Lau, who were both nominated, did not secure enough votes to be elected.
First CEC election for Prime Minister Lawrence Wong
The election took place during the PAP Awards and Conference on Sunday (25 Oct), with party cadres choosing 12 members from a field of 19 candidates.
It was also the first CEC election for Prime Minister Lawrence Wong since he led the PAP through his first General Election as Prime Minister in 2025.

The 12 elected members of the PAP’s 39th CEC, in no particular order, are:
- Prime Minister and Minister for Finance Lawrence Wong
- Senior Minister Lee Hsien Loong
- Minister for Education Desmond Lee
- Coordinating Minister for Public Services and Minister for Defence Chan Chun Sing
- Minister for Social and Family Development Masagos Zulkifli
- Senior Minister, Coordinating Minister for National Security and Minister for Home Affairs K Shanmugam
- Minister for Sustainability and the Environment Grace Fu
- Minister for National Development Chee Hong Tat
- Minister for Law Edwin Tong
- Minister in the Prime Minister’s Office Indranee Rajah
- Coordinating Minister for Social Policies and Minister for Health Ong Ye Kung
- Minister for Foreign Affairs Vivian Balakrishnan
Meanwhile, Tan See Leng and Zaqy Mohamad were also co-opted into the committee after receiving the 13th and 14th highest number of votes, respectively.
The PAP constitution allows up to six members to be co-opted into the CEC.
David Neo reportedly not among nominees
According to CNA, other candidates on the ballot included Alex Yam, Josephine Teo and Sim Ann, alongside Mr Siow and Ms Lau.
First-term minister David Neo was also reportedly not among the nominees.
CNA also understands that Mr Wong, Mr Lee Hsien Loong, Mr Desmond Lee, Mr Chan, Mr Masagos, Mr Shanmugam and Ms Fu were also identified as the team’s core leadership group.

More co-opted members could also still be announced, while key CEC positions, including chairman, secretary-general, treasurer and organising secretaries, will be confirmed in the coming weeks.
Mr Wong also said the PAP cannot assume its past achievements will secure support from younger Singaporeans.
He also stressed that the strong mandate received at the previous election does not automatically translate into continued support.
Instead, the party must keep earning Singaporeans’ trust through its performance, conduct and service to the public.
