3 men tap private parts against SPF NSF during hazing incident, plead guilty to using criminal force

3 NSFs plead guilty to pinning fellow NSF down on bed and using criminal force on him during hazing incident

Three former full-time national servicemen (NSFs) with the Singapore Police Force (SPF) have pleaded guilty to using criminal force on a fellow serviceman during a hazing incident in 2023.

The trio pinned the victim down on his bed before taking turns tapping their private parts against his arms and legs.

One of the men also admitted to offences involving another NSF, whose neck he licked and nipple he twisted.

The three men, aged between 23 and 26, pleaded guilty on Thursday (5 Nov). Their identities, along with those of the victims, are protected by a gag order.

Three men restrained victim on his bed

According to CNA, the three offenders shared a room with the first victim between April and November 2023.

Sometime between August and September that year, the victim was lying on his bunk bed playing games on his phone when the trio approached him and held down his arms and legs.

While two of the men kept him pinned to the bed, the third exposed his private parts and tapped them against the victim’s forearms and legs.

They then took turns doing the same, leaving the victim feeling embarrassed and disgusted by their actions, the prosecution said.

One offender also admitted to offences involving another NSF

B3 also pleaded guilty to additional charges involving a second victim, a 21-year-old Singaporean man.

In October 2023, the victim went to B3’s room to ask for extra cleaning supplies ahead of an upcoming bunk inspection.

However, he hesitated at the doorway as he had heard that senior field instructors had a habit of harassing servicemen from other teams or companies.

Upon noticing him, B3 tried to pull him into the room but eventually let go when the victim resisted.

Later that day, B3 went to the victim’s room to retrieve the cleaning supplies he had lent him.

While the victim was seated at a computer, B3 grabbed him by the neck and licked it.

The victim felt violated and disgusted but did not react, as he regarded B3 as a senior who held authority over him.

Later that month, B3 entered the victim’s bunk at around midnight while the lights were off.

The victim was lying in bed using his laptop when B3, after speaking to another serviceman in the room, approached him and placed his hand on the laptop.

Despite the victim pushing his hand away, B3 repeated the action before running his hand over the victim’s singlet and twisting his nipple.

The victim was shocked but once again did not react, as he feared B3 due to his seniority and position of authority.

Prosecution seeks detention and community service orders

Deputy Public Prosecutor Johan Tay asked the court to impose a short detention order and a community service order on each of the three men.

A short detention order is a community-based sentence that can see an offender detained for up to 14 days. It is designed to provide a brief experience of imprisonment as a deterrent without resulting in a criminal record.

Defence lawyer Rajan Supramaniam told the court that the three men were remorseful and had apologised to the victims.

He added that at least two of them had gone for counselling, and appealed for compassion and leniency from the court. The defence sought a short detention order.

District Judge Shaiffudin Saruwan ordered reports to determine whether the three men are suitable for community service orders.

Sentencing was adjourned to December.

Those convicted of using criminal force can be jailed for up to three months, fined up to S$1,500, or both.
