41-year-old serial voyeur jailed for seventh time after filming upskirt video in Yishun, judge warns of last chance
A 41-year-old serial voyeur has received his seventh jail sentence since 2018 following a new voyeurism offence at Northpoint City shopping mall in Yishun.
The judge warned him this was his last chance before caning would be considered.
Man films video of woman at Northpoint City
According to CNA, the offence occurred on 20 June.
41-year-old Gary Huang Kunjie followed a woman he found attractive onto an escalator at Northpoint City.
Using his mobile phone, he recorded an illicit video under her skirt and used it for sexual purposes.

On 8 July, Transport Command police officers detained Huang at Khatib MRT station.
During a police interview, he admitted to filming upskirt videos of around 20 different women between May and June.
Police reportedly could not recover the recordings as Huang deleted them after watching.
First caught in 2009, sentenced to jail after 2018 offence
This was far from Huang’s first offence. In 2009, he took over 90 videos of women in just five days.
Huang received a diagnosis of paraphilia, which involves persistent and intense sexual urges involving unusual activities or situations, some of which may be non-consensual.
As a result, the court sentenced him to two years’ probation.
In 2018, Huang pleaded guilty to three of eight charges of taking upskirt videos. Police extracted eight upskirt videos from his phone after a report from Yishun Street 81.
He received 12 weeks in jail.

Continued upskirt photos despite being jailed every year
On 30 Oct 2019, Huang pleaded guilty to taking upskirt videos 46 times from Dec 2018 to April 2019. He also deleted the evidence after finding out that police were investigating.
This time, he was sentenced to eight months in jail.
He was jailed again in 2020 for similar charges. Three weeks after release, he began reoffending, leading to yet another arrest in 2021 and a jail sentence.
In 2022, for the fifth year in a row, Huang went back to jail for voyeurism, this time for 36 weeks.
Several years would pass before he was jailed once more in 2025.
Serial voyeur says work stress led to offences, regrets actions
In court on 23 Oct, the prosecution requested 22 to 25 weeks in jail for Huang’s 7th prison sentence.
The judge questioned why they did not seek caning or corrective training.

When the prosecution pointed to Huang only facing one charge, Judge Arvindren questioned whether the jail term could deter Huang from reoffending again.
The prosecution replied that it would, but the judge felt the request was on the lenient side.
The self-represented Huang claimed regret and disappointment in his actions. He alleged that his stress levels were “easily triggered”, leading to his offences.
Huang also said that his inability to manage his mental illness made it difficult to get a stable job.
The offender also regretted not caring for his elderly parents.
Judge warns of caning if he takes more upskirt photos
Judge Arvindren questioned Huang on how he would change and avoid reoffending.
Huang alleged that he needed a job to keep him busy, but also needed to “slow down” and take part-time work.
Judge Arvindren warned him that caning would be considered if he reoffended again.
The judge sentenced Huang to 28 weeks in jail, longer than the prosecution’s request.
