S’pore woman gets over S$1,300 in parking fines for car she does not own

Elderly couple in Singapore wrongfully faced with parking fines

Imagine receiving an unexpected parking fine — except you don’t even own a car.

For the past year, an elderly couple, Mr and Mdm Wang, have been in this predicament.

Confusion over receiving illegal parking fines

In a report by Shin Min Daily News, 70-year-old delivery driver Mr Wang shared that his wife received at least 19 illegal parking fines from the Housing and Development Board (HDB) since September 2025.

The vehicle involved, bearing license plate number 7965Y, was liable for parking in a parking lot without placing a valid parking certificate.

Mdm Wang alleged that the mystery vehicle had been caught parking illegally three times in the same carpark within one day.

In total, Mdm Wang was charged S$1,320 in parking fines.

The last offence involving the vehicle was recorded on 25 March.

Mr Wang stated that he used to drive a car in 2024, but the license plate was 4155.

Back in 2024, there were only six months left on the vehicle’s Certificate of Entitlement, and Mr Wang claimed that the car had long been scrapped.

As for Mdm Wang, 66, she holds a driver’s license but has never driven a car herself.

“The last time we bought a car was more than 20 years ago,” Mr Wang said.

Neither of us owns a car, and our two sons and daughter have not bought cars either. It is really baffling.

In the meantime, Mdm Wang continued to receive red reminder notices and at least 17 yellow final reminder notices. This amassed into a stack of over 50 letters.

She was also summoned to appear in court on 2 Nov.

Couple files complaints, investigations ongoing

The couple made a police report in October 2025.

Mr Wang said that just last Monday (12 Oct), his wife reached out to the police again.

The couple appealed to the Member of Parliament (MP) at least three times, who helped make enquiries on their behalf.

After reaching out to the Land Transport Authority, Mdm Wang verified that the vehicle involved was not registered under her name.

She also told HDB that she did not own the car.

A staff member informed Mr Wang that his wife did not need to pay attention to the ticket if she was not the vehicle owner.

Authorities also absolved Mdm Wang of her court summons.

According to Shin Min, Mdm Wang expected the majority of the fines to be rescinded, with nine outstanding charges.

“My wife can’t sleep because of this. We are just ordinary people, haven’t broken the law, and we don’t have the money to pay for the fines,” said Mr Wang.

Investigations are currently ongoing.
