63-year-old repeat sexual offender gets 20 years of preventive detention
After serving a prison sentence for sexual offences against his niece and granddaughter, 63-year-old Kamsari Jumari conducted religious classes at his home while also working as a food delivery rider.
It was during these classes that Kamsari, who has an extensive criminal record, sexually exploited a 15-year-old between Jan and Apr 2022., according to The Straits Times (ST).
On Sep 2024, Kamsari pleaded guilty to four charges of exploitative sexual penetration of a minor. Another 11 charges for various sexual offences were taken into consideration in his sentencing.
On 3 Dec, Justice Dedar Singh Gill sentenced him to 20 years of preventive detention for the protection of young girls.
He will be 80 years old when released, with the sentence backdated to his date of remand on 21 Apr 2022.
Offender was friends with victim’s mother
In late 2021, the offender had known the victim’s mother as they were both food delivery riders.
In Jan 2022, the victim ran away from home and her mother shared this with Kamsari, who then suggested that the victim attend his religious classes.
Between Jan and Apr 2022, the mother paid him about $500 for the lessons, which were attended by the victim and her three younger siblings twice a week at his flat.
An online check by ST revealed that Kamsari was not a registered religious teacher under the Asatizah Recognition Scheme.

Showed victim porn videos
During one of his religious sessions, Kamsari called the victim into his bedroom and showed her a pornographic video on his mobile phone while her siblings were in the living room.
From then on, he began to have sexually explicit conversations with her.
During another session, he called her into his bedroom and touched her under her skirt while showing her a pornographic video.
She was told not to tell anyone about it and the sexual acts became increasingly intrusive over time.
In Mar 2022, she ran away from home and stopped attending his classes. Kamsari later got her mobile number from her mother after learning that she returned home about a month later.
Used Telegram for privacy
Kamsari reached out to the victim on Telegram, knowing he could delete the messages and describing it as a “more private” platform.
After confirming that her mother did not check her messages, he resumed his sexually explicit conversations with the victim.
He later brought her to a vacant apartment, where he engaged in sexual acts with her. The property belonged to a charity volunteer who had permitted him to stay there in 2021.
His offences were exposed on 17 Apr 2022 when the girl’s mother discovered the messages on her phone.
The mother brought her to lodge a police report on the same day. Kamsari was arrested two days later.
